ROOK gives officers a consistent, touch-friendly Windows workspace for the information their organization has approved. Its purpose is to reduce time spent searching through disconnected files while keeping content, access, computers, and releases under organization control.

PURPOSE & BOUNDARIES

A reference and workflow system with a defined role

Each organization receives its own portal, enrolled computers, officers, settings, and published reference release. Different departments can supply different information while ROOK keeps the package structure, navigation, search, and display behavior consistent.

A managed operational workspace

ROOK brings approved reference material, optional offline location context, time-limited notices, protected officer access, Citizen Encounter Log submission, and verified updates into one organization-bound application.

Not a replacement for authoritative systems or judgment

ROOK is not CAD, RMS, dispatch, emergency communications, certified navigation or location equipment, legal advice, or a substitute for current law, agency policy, formal training, supervision, or professional judgment.

Administrators select organization-specific packages, review the release, and publish a versioned snapshot. Only published, licensed content is delivered to computers enrolled to that organization.

The current dashboard uses larger touch targets, a wider navigation scrollbar, visible agency assignment, direct encounter and correction actions, and one search across published references. Empty sections stay out of the way.

A CONNECTED SYSTEM

Built for the full field-information lifecycle

ROOK connects the officer-facing application to an organization-specific administrative workspace. References and maps remain usable from the last verified local release, while connected services handle enrollment, current access checks, updates, notices, and Citizen Encounter Log submission.

Searchable field references

Move from a broad search to the exact reference without working through folders or unrelated material. Title 39, the 2C Charging Manual, and field-sobriety references form the starting library.

Agency-controlled content

Organization owners choose what officers receive. Packages can be prepared, previewed, released with required notes, updated, or removed without changing another organization’s workspace.

Officer accounts and PIN access

Organizations can require officer sign-in using an organization-scoped badge number and a six-digit PIN. Access, session timing, computer enrollment, and account status remain under administrative control.

Structured Citizen Encounter Log

ROOK 1.2.47 lets authenticated officers save encrypted stop drafts offline, queue completed stops, and view their own recent log in My Stops. Upload requires a valid connected officer session. Authorized reviewers receive statistics, exports, and an immutable correction workflow.

Selectable location sources

Location begins off. The officer can scan available Windows, USB or serial NMEA, and supported network NMEA sources, choose one, and enable it separately. ROOK does not connect automatically during a scan.

Offline GIS assistance

An approved GIS package opens in a dedicated full-width map workspace and can provide touch-oriented maps, literal road suggestions, cross-street selection, address matching, local nearest-intersection context, and straight-line guidance to a selected parcel address without sending routine location telemetry to Canis Viae. Guidance is not turn-by-turn road routing.

Operational notifications

Authorized administrators can send time-limited notices to ROOK. Officers can check immediately, review received notices, and receive updates through the application’s normal synchronization process.

Verified application updates

The shared Windows application is distributed through protected organization enrollment. Approved production releases are Microsoft-signed and timestamped, and enrolled computers check for verified application and content updates.

License and access visibility

The portal brings license status, protected downloads, release adoption, enrolled computers, officer access, delegated permissions, and operational health into one organization-separated administrative workspace.

ROOK / CUSTOMER ACCESS

One workspace for content, people, and deployment

Licensed organization owners can manage the complete workspace. Delegated administrators have no commercial seat cap and see only the ROOK areas explicitly assigned by the owner. Ownership, billing, license keys, and administrator management remain owner-only.
